Բարգավաճ ջան, No manifesto – no Party Registration!!! eh?

There have been debates as to why Gagik Tsarukian’s Prosperous Armenia Party does not appear among the registered parties list.
I’ve just found out why. They have been refused registration as a political party because they still don’t have a manifesto. Would you believe that? Nevertheless, they already have 500 offices and 370,000 members (and counting). This party’s highest ranking officers have just been made the most corrupt officials and businessmen around. I think this party should rename itself as Բարգավաճների Հայաստան (Armenia Belonging to the Prosperous).

I checked with some people, and they say this has been covered in the press. Strangely enough I havem’t seen it in the English-language news reports as that’s what I’m monitoring although maybe I missed it. Today or tomorrow I’ll find out if the situation has changed. Incidently, next week we’ll start monitoring the Armenian-language reports. Anyway, thanks for highlighting this.

I really don’t know about the English-language section — it’s usually slower (takes time to translate) and more selective (not everything gets translated). I tend to stick to the first hand Armenian language news.

Well, I spoke to a number of people today and they seem to think that Prosperous Armenia are now registered as a party. One analyst shrugged his shoulders and said it wouldn’t make any difference while others said as far as they know this was a problem from a few weeks or even months ago. When were the articles you saw published?
Anyway, will try to check with Ministry of Justice this week.

Yes I seem to recall something vague about this issue – and actually nobody thought it was a big deal, and that Dod would make someone write a manifesto for him real quick… but that’s the whole point this post is making – even if it was a long-time story – it is worth to look at who we have in our political arena now, and look at all this political unseriousness as the “Banana Republic” secition of this blog says…

BHK will get on the ballots in the same manner as Kocharian became a president. It is not a secret that the consitution doesnt govern in Armenia, ironically the new constitution itself is illegal.

Onnik, answering your question: Well, when I first heard about this most bizarre of entities (namely “Bargavatch Hayastan”) last year… well first thing you do is google for the website or the manifesto, to see what (they’re saying that) they’re all about: no such luck. After a few attempts, I gave up on the idea. Then, about 3 weeks ago I read in one of te newspapers that they did not have a manifesto. And given that there was the Party conference the day before, ArmeniaLiberty in one of their yesterday’s broadcasts noted that they are still not officially listed as political party because they still did not submit the manifesto. And I thought “What?!?!?” I mean they’re really taking the biscuit. 526 offices reqruiting as I write, over 400,000 members (as they claim) — how on earth can they recruit if they don’t even have a manifesto, or at least a Platform or at least some kind of outline for the plan of action. What is their basis for recruiting so many people? what are they telling them? This is the most [b]absurd[/b] and Kafkaesque development immaginable. Ayl Entranq is a recent development (which in my oppinion is one of the 3 good recent developments: the other 2 being Demirjian’s decision to run alone (which means that if opposition pulls its act together then there is a chance for slightly more civil and human rights and freedom of speech of some kind, which would be good for us), and the other being the lauch of this blog and forum) but they at least have a brief manifesto even though they are not a party, but a movement.

Ok, so you’re saying this is recent news in the last few days. As I said, people assumed that it had sorted its act out. I’ll check this week because this is quite an issue indeed because the documents of candidates have to be submitted to the CEC by 3 March.
It would be interesting to examine whether they didn’t register as a party because it meant they could perform benevolent actions as a non-political party or not, or whether as you say they just didn’t have a manifesto. However, generally the manifestos of most political parties just say the same thing.
Basically, politics here is based on the personality at the top, and not on any ideology. Some observers say that the ARF-D and HHSh are the only two parties with an ideology, but for sure, the others never really ever spoke about any issues. Anyway, will see what I can find out.

I read somewhere that parties not older than a certain period of time, I guess it is 1 year, can not run for parliament. That’s teh reason that why the new parties buy or use names of old defunct parties.
On teh other hand I think the reason that why BH didnt register is that they can get involved in benevolance as otherwise as a political parties couldnt do that according the law.
As for ideology I think it is more than HHSh and ARF_D, for example Hnchaks, Ramkavars, Communists also have ideologies. HHSh and ARF-D differ as they were founders of a new republic i.e. 1st and 3rd – 2nd was founded by Russia.

H, Good point about ideologies, although all but the ARF-D remain in the game, so to speak. Anyway, it illustrates a point with regards to how ideology has been muscled out of the game that is Armenian politics.

Onnik, yes the last time I heard about this no manifesto submission – no registration was in one of the ArmeniaLiberty broadcasts on 15th or 16th of February. It was in one of the comments as the reporter was covering the “3rd Party Congress” – very brief, without much importance or emphacis. But what you’re saying could be huge. I mean it’s definitely worth checking with the CEC if they did submit a manifesto and got officially fully (not provisionally) registratered, and if everything that they’re doing is in accordance with the electorate Code. If something is wrong it’s better not to make too much fuss about it until after the March 3rd. Because if BHK is disqualified from these elections on some grounds, that could mean a real chance for the opposition.

I don’t think opposition will have any real chance even if both Bargavach and HHK disappear miraculously. We don’t have an opposition – because they are a bunch of power hungry opportunists as I see it.
